The Icon of Charisma

ChandrasenaMr. Hettiarachchige Don Chandrasena, usually named as H.D.Chandrasena, is the 3rd in line as the President of the IQSSL and is the senior most Quantity Surveyor in Sri Lanka at the moment. He was the Deputy General Manager (Consultancy Services) of the State Engineering Corporation (S.E.C.) of Sri Lanka and was also the Chief Quantity Surveyor of the S.E.C. for nearly 18 years.

He is amongst five other peer contemporaries to take part in the inaugural meeting of the IQSSL held on 4th July 1983. At the second meeting held on 1st December 1983, he was in the first office bearers of the institute, elected to the office of the Vice President. Since then, Mr. Chandrasena has been a pillar of strength behind many landmark achievements of the institute. These include incorporation of the institute under the Companies Act No. 17 of 1982, subsequent enactment by parliamentary act No 20 of 2007 and obtaining affiliations to many professional and industry related entities such as the Association of the Chamber of Construction Industry (CCI), Organizations of Professional Associations of Sri Lanka (OPA), Commonwealth Association of Surveying and Land Economy (CASLE), Pacific Association of Quantity Surveyors (PAQS) and International Cost Engineering Council (ICEC).

Mr. Chandrasena is a Fellow of the Royal Institution of Chartered Surveyors and the Australian Institute of Quantity Surveyors. He is a member of the Board of Governors of the Sri Lanka National Arbitration Centre and an Arbitrator in the Institute for Commercial Law and Practice. He is also a member of the Architecture Faculty Board in the University of Moratuwa.

Meanwhile, a special mention must be made on the fact that he was a visiting lecturer in the Faculty of Architecture of the University of Moratuwa for 25 years and was instrumental in starting the B.Sc Honors Degree Course in Quantity Surveying. Also, he is resource personnel of the Open University of Sri Lanka and Centre for Housing, Building and Planning (CHPB) in organizing several short term courses in Quantity Surveying.

Mr. Chandrasena was the adviser to the Civil Engineering Committee of the Standards Institution of Sri Lanka (formally known as the Bureau of Standards, Sri Lanka) in formulating the Standard Method of Measurement of Building Work in Sri Lanka (SLS 573). He is a country representative of the Australian Institute of Quantity Surveyors, Executive Committee Member and Finance Committee Member of Chamber of Construction Industry Sri Lanka, and Member Construction Cluster of the National Council for Economic Development.

Mr. Chandrasena was presented the Eminent Personality Award by ICTAD for his lifetime contribution to the upliftment of the construction industry and the profession of Quantity Surveying. He is a member of the steering committee of the ICTAD, which is the apex multi disciplinary body to ensure that the standards published by the ICTAD reflect local technicalities and good engineering practices.

Currently, Mr. Chandrasena is the Chairman of Cost Consultancy Services (Pvt) Ltd in Colombo. He is an old boy of St. Benedict College, Kotahena.
