A Pillar of Strength
Mr. Tony Preena Miskin is a founder member, the 1st Hony Secretary and the 2nd President of the IQSSL. The inaugural meeting of the IQSSL has been recorded on 4th July 1983 at Mr. Miskin’s office in Colombo. He is also responsible for drafting the constitution of the IQSSL.
Recognized as one of the pioneers of the Quantity Surveying profession in Sri Lanka, Mr. Miskin was a Colombo Plan scholar to study Quantity Surveying at the RMIT University in Melbourne, subsequent to his technical studies at then the Institute of Practical Technology. He began his career at the Buildings Department (former Public Works Department) in Sri Lanka, and later joined Design Consortium Ltd as a Director. He was also Managing Director of Miskin & Partners - the first private firm of Quantity Surveying in Sri Lanka, established in the year 1979.
In 1974, he presented a paper titled ‘Quantity Surveying in Sri Lanka’ in a Seminar organized by Commonwealth Association of Surveying and Land Economy (CASLE) of London that served as the debut for earning international attention on the development of the QS profession in Sri Lanka. In 1982, he co-authored a report comprehensively paving the way towards inception of the B.Sc (QS) degree course at the University of Moratuwa and he is amongst the handful of those instrumental in this degree program.
While serving as a senior lecturer of the Department of Building Economics at the inception of this QS degree course in 1986 with a cohort of 18 undergraduates, Mr. Miskin was a visiting resource personnel at the Open University of Sri Lanka (OUSL), Institute of Administrative Studies, Technical Training Institute (TTI) Ratmalana and ICTAD in Sri Lanka. He was an examiner for RIBA (UK), SLIA, IQSSL as well as the University of Moratuwa.
His Fellowship with the Australian Institute of Quantity Surveyors and the Associate membership with the Royal Melbourne Institute of Technology are a reflection of his seniority, commitment and professionalism in practice. He is also a former Associate of the Australian Institute of Arbitrators and the Institute of Construction Surveyors, London. In 2003, the IQSSL elevated him as an Honorary Life Fellow of the IQSSL in courtesy of the yeoman service he rendered for the development of the Quantity Surveying profession in Sri Lanka. He is also the first Sri Lankan and the first from the South Asian region to be elevated as a Fellow of the Australian Institute of Quantity Surveyors.
Mr. Miskin has an impressive civilian life style too. Steady, proud and gentle, he is a teetollar and a strict disciplinarian. In Australia, he is an Honorary Life Governor of the Royal Children’s hospital, Melbourne. He held the position of General Secretary of the Sri Lanka Malay Association and was also the Vice President of the Malay Club in Colombo. He is a life member of both the SLMA Colombo, and the Sri Lankan Malay Association of Sydney, Australia. An all-rounder in Tennis, Badminton and Soccer, Mr. Miskin was a member of Queens Club (Tennis) and is a Life member of Otters Aquatic club- Colombo 7. In Australia, he represented the Sri Lanka Club of Victoria in Cricket, and was the Club’s Badminton champion for 5 consecutive years. He is an old boy of the Prince of Wales College, Moratuwa.
